Perspectives for Urban Earthquake Disaster Reduction - Three Years passed in The Aftermash of The Great Hanshin-Awaji Earthquake Disasters -

Abstract

The objectives of this paper are to integrate some consideration on the Great Hanshin-Awaji earthquake disaster and to propose the perspectives which will contribute to reduce the damage of next urban earthquake disasters. Since the disaster in 1995, we have done full-scale efforts as volunteers to join many committees such as recovery, damage estimation and local disaster planning held by central and local governments, and at the same time, to do field survey and propose some new ideas about emergency management. Especially, disaster ethnography, vicious cycle, acceptable risk and integrated disaster information systems were defined and discussed to be effective on reduction of damage due to next urban earthquake disasters. These systemized approach will lead to establishment of integrated disaster prevention studies.
