Abstract

In the early morning of January 17, 1995, Kobe and surrounding cities in Japan were attacked by violent earthquake motions causing heavy destructions. Learning from these heavy destructions efforts have been devoted to, in the hope that much stronger and safer structures against earthquakes could be constructed by introducing improved new technologies. Such sincere efforts by many engineers and researchers have beared good fruits for which high estimations have been afforded. In contrasting to these successful events, it should be called upon grave attention on the point that with regard to other type of earthquake destructions almost no one is paying any attention to damage prevention measures. In this paper the author proposes that effective counter measures should be taken urgently at least on 4 important items. These items are: 1. Inspection of the existing houses having weak and defective structure. 2. Suppression big fires followed by a large earthquake. 3. Elimination of tsunami damage. 4. Establishment of emergency management system.
