Study on Countermeasure of the Disaster Prevention Agencies at Debris Flow in Harihara District of Izumi City on July 10, 1997

Abstract

The debris flow in Harihara district of Izumi City, Kagoshima prefecture occurred at 0:42 a.m. on July 10, 1997 after the heavy rainfalls. Twenty one persons were killed and 19 houses were destroyed. The object of this paper is to investigate the countermeasure of the disaster prevention agencies at disaster of the debris flow. The major results of the present paper are as follows. (1) The emergency countermeasures of the central and prefectural governments become quick after the Great Hanshin-Awaji Earthquake Disasters. However, disaster countermeasures of cities which had no experience of disaster are not ready for use. (2) Residents of Harihara district had no experience of debris flow and paid no attention to debris flow. Residents didn't attach importance to the self evacuation counsel issued by city office. (3) The self evacuation is important to decrease sediment disasters. Preparations of hazard map, voluntary organization for disaster prevention, and etc. must be necessary.
