Abstract

Serious traffic congestion occurred at the Great Hanshin-Awaji earthquake. As a result of this congestion, the emergency activity and the rescue activity were not able to be done enough.

In this research, the traffic measures at the urban natural disaster are described based on the traffic study executed in the locale immediately after the earthquake.

Because the capacity of the road decreased sharply, the number of emergency cars was much larger than the capacity. Therefore, it was not possible to correspond with a traffic control. This problem cannot be solved only by the traffic measures.
