Refuge Life and Management of the Shelter

Abstract
The total number of damaged houses due to the Hyogoken Nanbu earthquake reached 81,260 completely collapsed, 62,071 partially collapsed and 7,119 burned down in Hyogo Prefecture. After the great damage to their houses, over 300,000 people took refuge in schools, community centers and the other public facilities or temporary tents built on public parks and school play grounds. The refugees many needed kind of help. The author conducted a survey on the refuge life distress in Kobe City and Awaji Island. In this paper, problems appeared in the refuge life were pointed out. Moreover, the management issue of shelters was considered. These results give a valuable information for establishment of the best aid method in the post-impact and early recovery periods.
