Delay of Response Just After Earthquake and Emergency Management

Abstract
The purpose of this paper is to make clear the reasons why search and rescue was so late and to propose a disaster emergency management systems. The survived people was large only on the first day and the 96 percent was counted on the first, second and third day after the1995 Great Hanshin-Awaji earthquake disaster of January 17. It was also recognized that quick search and rescue are very important. As humanware and commandware, we separate the software into three parts such as information, human and command related items. This brings smooth treatment and quick response on the damaged people. A new emergency management organization was proposed through the observation and analysis of the disaster management in the field.
